Communities have been at the forefront of HIV responses since the beginning of the epidemic and, in almost every country, the first response to the AIDS epidemic came from people living with HIV, their families and communities, by organizing themselves to care for those in need and to push for an expanded response to the epidemic. In most countries, these early civil society initiatives were the foundations on which national responses were built
