UNAIDS Publishes Post-2015 E-Discussion Summary

UNAIDS launched a two-week online discussion (e-discussion) to engage the public in a conversation about the future of the HIV response in the post-2015 development agenda.  This e-discussion generated more than 5,500 page views and 200 comments.  The Report is attached for your information and awareness.

Key Recommendations:

1. Protect ambitious, disease-specific targets to sustain progress and ensure accountability in the HIV response, and clarify how a Universal Health Coverage (UHC) goal would fulfill the promises of each health MDG.

Call for Applications for the UNAIDS Women Living with HIV Dialogue Platform

UNAIDS is creating a dialogue platform to support effective and meaningful participation of women living with HIV in UNAIDS policy and programmatic dialogues, in particular related to social transformation. In addition, the platform will enable UNAIDS to benefit from the guidance of women living with HIV in regards to key emerging issues faced by women living with HIV. Far from being a public, formally structured initiative, the platform will seek to be a safe space for:

Representatives from the UNAIDS Programme Coordinating Board (PCB) visited Ukraine from 4-5 October 2012 to learn about its national AIDS programme. The two NGO Delegates for Europe joined other members of the UNAIDS governing body in its first trip to the Eastern Europe and Central Asia region.  This annual field visit allows Board Members to experience first-hand the progress made and the challenges remaining in a country’s AIDS response.

UNAIDS was the first ever United Nations programme to have civil society formally represented on its governing body – the Programme Coordinating Board (PCB). The NGO Delegation has 10 members from five geographic regions.

UNAIDS is supporting a review of the progress of NGO Delegation participation and contribution to the PCB. This will result in recommendations about how to increase the engagement and impact of civil society voices, including those of people living with HIV and key affected communities.

UNAIDS Launches New Report: “Together We Will End AIDS”

In July, the Joint United Nations Programme on HIV/AIDS (UNAIDS) launched “Together We Will End AIDS” this year’s annual report on the state of AIDS worldwide.

Important in its findings are the shifts in sources and stagnation in investment:

  • Domestic investments exceed international investments—total reaching US$ 8.6 billion
  • 40 countries fund more than 70% of their National AIDS response from domestic sources

UNAIDS Board Field Visit to Kenya

Nadia Rafif, NGO Delegate for Africa, and Rathi Ramanathan, NGO Delegation for Asia-Pacific, in Kibera – the largest informal settlement in Eastern Africa – meeting representatives of networks of people living with HIV, children heading households and HIV discordant couples.

In November 2011, UNAIDS Programme Coordinating Board (PCB) members participated in the annual Board field trip – this time to Kenya. These field trips provide an opportunity to meet with government and community representatives and visit local HIV projects. NGO Delegates Nadia Rafif and Rathi Ramanathan attended on behalf of the Delegation.

Noting the more complex environment in which UNAIDS must operate and the need to continue to reinforce its joint and innovative nature, the Programme Coordinating Board:

supports the strengthened capacity of the UNAIDS Secretariat, particularly at country level, through the placement of qualified staff in key areas (i.e., facilitation, monitoring and evaluation, social mobilization, brokering partnerships and resource tracking and mobilization), a clarification on the Secretariat functions and position within the United Nations Resident Coordinator System, and effective inclusion of the UNAIDS Country Coordinator as a member of the United Nations Country Team to implement joint programming; it is vital that the individual cosponsors in each country focus on their value added contribution and comparative advantage;

NGO Delegate Speaks to UNAIDS Member States on Legal Environments & HIV Responses

On 28 November 2011, NGO Delegate for Europe, Mat Southwell, presented an overview of the 2011 NGO Report at a UNAIDS Member States meeting in Geneva ahead of the Programme Coordinating Board gathering from 13-15 December. After the presentation, States had the opportunity to ask questions and discuss its findings.

The NGO Report focuses on the experiences of people in different policy and legal environments and how those affect local HIV responses. You can read the full report in seven languages on our special Report page. It will be officially presented to the Board at the upcoming meeting.

“HIV-related stigma is pervasive in the lives of people living with HIV. Stigma marks people as different and as disgraced… Stigma manifests in discriminatory and sometimes violent treatment of people living with HIV, their families and others affected by HIV.”

These are the opening words of the report entitled the People Living with HIV Stigma Index: Asia Pacific Regional Analysis launched on the fourth day of the 10th International Congress on AIDS in Asia and the Pacific (ICAAP), held in Busan, Republic of Korea.

Decides to establish a process under the leadership of the Chair and Vice-Chair of the Board, in close consultation with Board members and observers and with the support of the UNAIDS Secretariat, to elaborate further on the UNAIDS role in strengthening Global Coordination of AIDS and how to develop the UNAIDS Programme Coordinating Board into a more relevant and effective policy-making Board; the process will include matters such as number of Board meetings, venues, character of meetings, Board representation, NGO participation, speaking protocol, decision-making and the further development of the constituency system; a report with recommendations will be presented to the 20th Programme Coordinating Board in June 2007.
