
APN+ has been appointed as host organization for the UNAIDS Programme Coordinating Board NGO Delegation’s Communications and Consultation Facility (CF).

The UNAIDS PCB NGO Delegation is pleased to welcome its two new NGO Delegates for the Asia-Pacific and Europe regions who will be replacing the representatives for the International Treatment Preparedness Coalition and the European AIDS Treatment Group.

John Rock has lived with HIV for over thirty years. He knows that he is only alive today because of the availability of good quality treatment. That is why since 2001 he has volunteered his time to fight for treatment access for all PLHIV in all countries. He served as Australian Board member of APN+ and as an advisor. Since 2008, he has been involved in the implementation of an AusAID-funded capacity building program in nine Asia Pacific countries on behalf of APN+. John is an active Global Board Member of ITPC which he sees as critically important in attaining the goal of quality HIV treatment for all.

Bryan Teixeira has been involved with the HIV NGO field since 1983 and is currently a consultant and active member of EATG. He founded the first HIV support groups in Vancouver and became Chair of the Board of AIDS Vancouver Island, one of the first HIV organizations in the world to be involved with needle exchange work for people living with HIV. He moved to the UK to become the CEO of Naz Project London, the largest and longest established HIV NGO in the UK working predominantly with migrants, where he has run successful HIV prevention projects.
Calls on the Programme Coordinating Board NGO Delegation to respond to the changing global environment and likely post-MDG agenda by developing more systematic and strategic relationships with civil society leaders and delegations of other key HIV mechanisms, especially the Global Fund; and wider health and development initiatives; to strengthen its accountability and outreach to wider civil society in countries and regions; and to explore cost effective approaches to build capacity and ensure the institutional memory within the NGO Delegation;
Requests UNAIDS Secretariat and Cosponsors to strengthen their collaboration at country, regional and headquarters levels with the NGO Delegation to continue the support to the NGO Delegation through the most cost effective approaches including induction training of new delegates and the Communications Facility; and to champion, in collaboration with Member States, the involvement of civil society in the Post-2015 agenda;
Encourages UNAIDS, Member States and civil society organisations to work together to strengthen communication, between all constituencies, in particular between Board Meetings;
Encourages Member States as appropriate to involve the representative/s of civil society in their national delegations to the Programme Coordinating Board, and to facilitate the involvement in particular of local civil society in the consultations that would be held before and after the meetings of the UNAIDS Programme Coordinating Board;
Takes note of the report of the independent consultant and recognizes the important contribution of civil society to the UNAIDS Programme Coordinating Board and in the global response to HIV;

It has been based at the International Council of AIDS Service Organizations (ICASO), Toronto, Canada since October 2010; previously, it was in Amsterdam, Netherlands at the World AIDS Campaign (WAC). A new host is required beginning in 2013.

UNAIDS was the first ever United Nations programme to have civil society formally represented on its governing body – the Programme Coordinating Board (PCB). The NGO Delegation has 10 members from five geographic regions.
UNAIDS is supporting a review of the progress of NGO Delegation participation and contribution to the PCB. This will result in recommendations about how to increase the engagement and impact of civil society voices, including those of people living with HIV and key affected communities.

The NGO Delegation is pleased to welcome the African Men for Sexual Health and Rights (AMSHeR) and its Executive Director, Joel Nana, as the new NGO Delegate for Africa. Joel is a leading African LGBT human rights advocate and HIV/AIDS activist who has worked in various national and international organizations and whose career as a human rights advocate has spanned numerous African countries, including Nigeria, Senegal and South Africa, in addition to his native Cameroon. AMSHeR is an African-thought and -led coalition of LGBT/MSM organizations working to address the vulnerability of MSM to HIV and which advocates for greater resources for MSM health and human rights in Africa, for positive and inclusive policies and effective interventions.

NGOs participation in PCB meetings
The PCB notes that the current five NGO members of the PCB will all serve two-year terms of office from 1995 until end 1997. In order to ensure rotation of the five NGO members from 1 January 1998, three of the subequent terms of office will be for three years and the other two for two years. For the sake of continuity, two of the original five members may be reappointed for one term.

The UNAIDS Programme Coordinating Board NGO Delegation is pleased to welcome Jane Bruning of New Zealand as new NGO Delegate for Asia-Pacific.
Jane is the National Coordinator for Positive Women Inc., an organization that supports women and families in New Zealand living with HIV or AIDS and focuses on advocacy and awareness especially around the destigmatisation of HIV. Positive Women Inc. is strongly involved in regional networks and is a member of the Asia Pacific Alliance (APA) and works collaboratively with the Pacific Islands AIDS Foundation (PIAF) and other Australian organizations. As New Zealand Alternate Delegate for the Asia Pacific Network of People Living with HIV/AIDS (APN+), she was nominated by the network to assume its seat on the Delegation for the 2011-2012 term.
