Community-led integrated HIV services: The future of a sustainable HIV response

The NGO Delegation’s 2025 Report to the UNAIDS Programme Coordinating Board (PCB) will focus on the critical role of community-led and peer-led integrated HIV services in achieving a sustainable, equitable, and rights-based HIV response. Despite their proven effectiveness in reaching marginalized populations, promoting treatment retention, and delivering person-centred care, these models remain underfunded, under-recognized, and often excluded from national health systems. The report will highlight how integrated approaches led by communities—especially those most affected by HIV—are essential not only to the HIV response but also to building resilient and inclusive health systems, strengthening pandemic preparedness, and advancing health equity more broadly.

Through a combination of case studies, consultations, and community-led research, the report will spotlight successful models of integrated service delivery that include HIV care, sexual and reproductive health, mental health, harm reduction, and social protection. It will also examine the impact of funding cuts, political shifts, and systemic barriers that threaten the sustainability of these models. The report aims to provide actionable policy recommendations for integrating and financing community-led services at scale, while preserving their autonomy, accountability, and deep-rooted connections to the communities they serve.
