Le centre de communication et de concertation (CCC)

The CCF provides independent technical and administrative support to the delegation. The main tasks of the CCF have evolved over the years to adjust to the delegation’s work and priorities.

The 20th PCB meeting in June 2007 recommended “the establishment of an independent communication facility to strengthen the NGO participation and support effectiveness of NGO country-level voices in the Programme Coordinating Board policy dialogue.” In 2013, this support was expanded to include ‘consultation’ in its functions to facilitate constituency engagement and outreach as a mandate of the NGO Delegation.

Core functions of the CCF

The UNAIDS Secretariat funds the CCF, which is independently hosted on two-year contract terms by recruited NGOs. The implementation of activities, performance management, and overall responsibility for achieving deliverables belong to the Delegation. The core functions include:

  • Organizing and supporting administrative aspects relating to the internal and external communication of the delegation, including managing social media engagement;
  • Coordination of delegation participation and provision of technical support in PCB meetings;
  • Support for the efficient functioning of the delegation’s working groups and implementation of work plans;
  • Facilitation of constituency engagement;
  • Liaising with other members of the PCB, the UNAIDS Secretariat, and civil society;
  • Facilitation and support for accountability processes, including performance assessment, recruitment, and orientation;
  • Document storage and archival work;
  • Contract management of consultants; and
  • Report writing

Who hosts the CCF?

Since 2022, the Global Network of People Living with HIV/AIDS (GNP+) in Amsterdam, The Netherlands, has hosted the CCF. Various NGOs have hosted the CCF since it started. From 2008-2010, it was hosted by the World AIDS Campaign in Amsterdam, The Netherlands; from 2010-2012, by the International Council Of AIDS Service Organizations (ICASO) in Toronto, Canada; and from 2013-2021, by the Asia-Pacific Network of People Living with HIV (APN+) in Bangkok, Thailand.
