La Délégation des ONG représente la société civile au sein du CCP, l’organe directeur de l’ONUSIDA

La position des organisations non gouvernementales (ONG) au sein du Conseil de coordination du Programme de l’ONUSIDA (CCP) est essentielle pour l’inclusion effective des voix communautaires dans le principal forum politique mondial sur le sida. L’ONUSIDA a été le premier programme des Nations Unies à avoir une représentation officielle de la société civile au sein de son organe directeur.

Des représentants de dix ONG forment la Délégation des ONG, représentant cinq régions des Nations Unies (l’Afrique, l’Asie et l’Océanie, l’Europe, l’Amérique latine et les Caraïbes et l’Amérique du Nord). Depuis son inclusion dans le CCP en 1996 jusqu’en décembre 2021, la Délégation des ONG a eu 88 organisations siégeant au conseil, impliquant 111 représentants. La délégation a participé à toutes les réunions du CCP à ce jour, apportant son expertise, son expérience vécue et sa sagesse collective issue de ses discussions internes ainsi que de ses activités de sensibilisation avec les groupes concernés.

We are pleased to introduce Amrita Sarkar, a dedicated and experienced change-maker in the field of transgender persons’ wellbeing and HIV advocacy, as the newly selected NGO Delegate to participate in the upcoming PCB

After recovering from two weeks of full-day plenary sessions and side events at the United Nations Permanent Forum on Indigenous Issues (UNPFII) hosted in different locations across New York City and often scheduled for the same time, I remain committed to the need for UNAIDS and their co-sponsoring UN agencies, country governments, the private sector, community leaders and all stakeholders to continue to work diligently toward achieving the UN’s Sustainable Development Goal (SDG) 3.3 where one of the critical targets is the elimination of HIV as a public health threat by 2030.

Délégué ONG de Afrique | Sexual Reproductive Health and Rights (SRHR) Alliance Uganda

Martha Clara Nakato

Martha Clara Nakato is a Health Rights Advocate who is skilled in program management, Policy Advocacy and youth movement building in the fields of HIV/AIDS, Sexual Reproductive Health and Rights (SRHR) and Gender programming. She works with the SRHR Alliance Uganda as the Community of Action Facilitator for the WE LEAD program in Uganda.

Ulrich Mvate

Ulrich Mvate currently serves as the Executive Director of Humanity First Cameroon Plus. His expertise spans program management, monitoring, and evaluation of HIV/STI programs, with a strong focus on global health. Ulrich is deeply dedicated to addressing HIV/STI issues, advancing sexual and reproductive health, promoting prevention strategies, and empowering marginalized and vulnerable populations. He is also a passionate advocate for protecting their rights.

Délégué ONG de Asie et Pacifique | Youth LEAD (Asia Pacific Network for Young Key Population)

Jeremy Tan

Tan Fok Jun (Jeremy) is a committed Program Officer at Youth LEAD, the Asia-Pacific Network for Young Key Populations, where he works to enhance regional collaboration, advocacy, and support for marginalized youth in the HIV response. With a strong background in youth leadership and community mobilization, Jeremy has held key roles such as youth representative and Oversight Committee member on the Country Coordinating Mechanism (CCM) and as part of the Youth Reference Group for the International HIV Workshop for Adolescents. His work focuses on advancing the sexual and reproductive health and rights of young people, advocating for mental health, and ensuring youth perspectives are central to policy and legislative dialogues. Through his leadership in organizing trainings and dialogues, Jeremy demonstrates his dedication to empowering young people with the resilience, knowledge, and support needed to thrive.

Délégué ONG de Asie et Pacifique | India HIV/AIDS Alliance

Amrita Sarkar

Amrita Sarkar has dedicated around 25 years to advocating for the LGBTIQ+ community, with a particular focus on transgender individuals. Throughout her career, she has spearheaded numerous capacity-building initiatives at both the national and international levels to empower transgender communities. She is a founding member and serves as the Secretary of IRGT – A Global Network of Trans Women and HIV. Additionally, she holds the position of Co-chair at WPATH (World Professional Association for Transgender Health) and is the Secretary of IPATH (Indian Professional Association for Transgender Health). She is also a member of the Transgender Persons Technical Working Group established by the National AIDS Control Organisation, India. Currently, she works as an Advisor for Transgender Wellbeing & Advocacy at the India HIV/AIDS Alliance.

Fionnuala Murphy

Fionnuala Murphy is Head of Global Advocacy at Frontline AIDS, a global partnership of civil society and community organisations working together to end AIDS. She has been in her current role since 2019, working with partner organisations from around the world to advance advocacy on HIV prevention, human rights and gender justice, and the sustainability of the community-led response to HIV and AIDS. Fionnuala has been a campaigner and advocate on HIV, SRHR, and health justice issues for more than 20 years, and has worked at Harm Reduction International, ActionAid, and Youth STOPAIDS, among other organisations. She grew up in Northern Ireland and draws on her personal experiences of conflict, colonialism, and community leadership in her approaches to advocacy and partnerships today. She holds degrees in Law and Journalism.

Amanita Calderon-Cifuentes

Amanita Calderón-Cifuentes (she/her) is a Colombian Two-Spirit scientist and passionate trans activist with over a decade of research expertise in microbiology and cellular stress responses. Her work focuses on sexual and reproductive health and rights, particularly in addressing infectious diseases like HIV and mpox. As a molecular microbiologist living with HIV, Amanita uniquely combines scientific knowledge with lived experience, serving as a bridge between research and community advocacy. She has collaborated with organizations such as Gilead Sciences, ViiV Healthcare, EATG, and AAE on educational and advocacy initiatives related to HIV.

Délégué ONG de Amérique latine et Caraïbes | Jamaica AIDS Support for Life (JASL)

Xavier Biggs

Xavier Biggs is the Monitoring & Evaluation Manager at Jamaica AIDS Support for Life (JASL). He has been working in Civil Society (CSO) for the last 12 years. He is credited for transforming monitoring, evaluation and learning at JASL and the wider HIV CSO response in Jamaica by establishing standardised tools and knowledge products that are hailed as best practices by partners and have been adapted and adopted locally and across the Caribbean. He also provides technical support to the Strategic Information Unit of the Ministry of Health and Wellness through his participation in a series of technical working groups.

Délégué ONG de Amérique latine et Caraïbes | Organización Llanto, Valor y Esfuerzo (LLAVES)

Keren Dunaway

Keren Dunaway is a passionate advocate for gender equality and human rights. At Llanto, Valor y Esfuerzo (LLAVES), she works to elevate the rights of women living with HIV within Latin American political agendas, spearheading initiatives focused on youth empowerment and women’s rights. Keren also supports the youth volunteer network in Honduras, where she fosters collaborations with feminist organizations and sexual and reproductive health and rights (SRHR) groups across the region. As a dedicated community researcher, her influential work on gender equity has significantly shaped policy dialogue and advocacy efforts.

Shamin Mohamed Jr.

Shamin Mohamed Jr. (he/him) is an activist widely recognized for his significant contributions to youth involvement in the global HIV response. At 15, Shamin founded LetsStopAIDS, a youth-driven and youth-led Canadian charity. His efforts as a youth leader were awarded when he was named one of Canada’s ‘Top 20 under 20’. Twenty years later, LetsStopAIDS has grown to become Canada’s largest Youth-HIV charity. Under his leadership, LetsStopAIDS has extended its reach to over 72 countries, promoting a sex-positive and comprehensive approach to sexual health.

Délégué ONG de Amérique du Nord | National Native American AIDS Prevention Center (NNAAPC)

Todd Theringer

Todd Theringer is the Executive Director of the National Native American AIDS Prevention Center (NNAAPC). An enrolled member of the Leech Lake Ojibwe Tribe of Minnesota and a descendant of the historical Ojibwe tribal leader, Chief Biauswah, Todd has dedicated his career to advocating for Indigenous healthcare. He previously served as the Executive Director of the National Council of Urban Indian Health (NCUIH) in Washington, D.C., and holds leadership roles on several national boards serving Native American communities. A committed volunteer with numerous HIV service organizations, Todd is a recognized leader in advancing Indigenous health and HIV prevention in the United States.

Community-led integrated HIV services: The future of a sustainable HIV response

The NGO Delegation’s 2025 Report to the UNAIDS Programme Coordinating Board (PCB) will focus on the critical role of community-led and peer-led integrated HIV services in achieving a sustainable, equitable, and rights-based HIV response.

The NGO Delegation’s Report to the PCB will focus on the importance of involving communities – key and marginalized populations, people living with HIV, and other communities hard hit by the AIDS pandemic – in the HIV response. A topic that has long been discussed by multilateral organizations, donors, national governments, and of course, communities themselves.

Against the backdrop of a deepening funding crisis and institutional restructuring, the Board focused on key agenda items including the annotated outline of the Global AIDS Strategy 2026–2031, revisions to the Joint Programme Operating Model, strategic human resources updates, and the latest UBRAF performance report.

Kenya hosted the 55th UNAIDS Programme Coordinating Board (PCB) meeting in Nairobi from 10 to 12 December 2024, marking the first time in 18 years that the PCB convened in Africa. This historic event underscored the continent’s centrality in the global HIV response, with Kenya also organizing five field visits for delegates on 9 December. These visits offered firsthand insight into the challenges and successes of local HIV programs, highlighting the critical role of community-driven initiatives in shaping effective responses.

Le Conseil de coordination du Programme (CCP) a été établi comme organe directeur de l’ONUSIDA. Le CCP comprend une délégation d’organisations non gouvernementales (ONG) composée de cinq membres et de cinq suppléants représentant cinq régions géographiques: l’Afrique, l’Asie et l’Océanie, l’Europe, l’Amérique latine et les Caraïbes et l’Amérique du Nord.
