Takes note of the consolidation of active tasks into broad functions clustered under the strategic directions of the 2007-2010 strategic framework for UNAIDS’ support to countries’ efforts to move towards universal access; and
The UNAIDS strategy aims to advance global progress in achieving country set targets for universal access to HIV prevention, treatment, care and support and to halt and reverse the spread of HIV and contribute to the achievement of the Millennium Development goals by 2015. Adopted by the Programme Coordinating Board in December 2010, the strategy works to position the HIV response in the new global environment. The AIDS response is a long term investment and the intent of the strategy is to revolutionize HIV prevention, catalyse the next phase of treatment, care and support, and advance human rights and gender equality. The UNAIDS strategy is a roadmap for the Joint Programme with concrete goals marking milestones on the path to achieving UNAIDS’ vision of “Zero new HIV infections. Zero discrimination. Zero AIDS-related deaths.”

Welcomes the Secretariat’s pledge to make relevant changes to the final Strategic Framework reflecting the written comments provided in support of the interventions made during the 19th Programme Coordinating Board meeting.
6.1 Endorses the Framework as the principal guide to global, regional and country-level planning, budgeting, implementation and monitoring of progress of the Joint Programme’s support to countries efforts to move towards the goal of universal access from 2007 to 2010 and requests the UNAIDS Secretariat to provide a mid-term review report on progress during the 21st Programme Coordinating Board meeting in 2008; and
Welcomes UNAIDS’ efforts to strengthen the incorporation of comprehensive sexuality education policies and programs into its Strategy 2011-2015. These programs should be implemented in coordination between education and health authorities and medical, social and recreational services and include both in- and out-of-school populations including young people in conditions of vulnerability
Requests UNAIDS to include in the Unified Budget and Accountability Framework the integration of Sexual and Reproductive Health services and HIV to meet the health needs of women and girls and key populations as defined in the UNAIDS Strategy 2011-2015
Requests UNAIDS to report on progress achieved in implementing the Agenda for Accelerated Action on Women and Girls by country at the 28th meeting of the Programme Coordinating Board
Requests UNAIDS to work in partnership with national stakeholders, women, girls and key populations as defined in the UNAIDS Strategy 2011-2015, to promote and facilitate better linkages between sexual and reproductive health, human rights and HIV through support at the country level towards the development of an enabling policy and legal environment, free of stigma and discrimination strengthened health and related systems, and integrated and comprehensive health services, for the improved health outcomes of women, girls and key populations
Adopts the UNAIDS Strategy 2011-2015*
* The Islamic Republic of Iran disassociated itself from some parts of the UNAIDS Strategy 2011-2015 and reaffirmed that in the implementation of the Strategy full consideration and respect should be given to cultural, moral and religious values, national sovereignty, and legal and social systems of the countries concerned.
At the 27th PCB meeting in Geneva, NGO Delegates made fourteen interventions on the floor speaking to each agenda item. Our interventions took note of required commitments, the recognition of key populations, human rights, universal access and stigma and discrimination, amongst many other issues.

Recognizing the finding in the Second Independent Evaluation that attention to prevention has been lagging behind, welcomes the increased focus on prevention as a priority by the Executive Director, and calls upon the UNAIDS to include prevention as a priority in its new Mission Statement and new Strategic Plan
Requests the UNAIDS Executive Director to adjust the size, staffing and organizational arrangement of Secretariat offices at country level to reflect national needs and the implications of recommendation 1 from the Report of the Second Independent Evaluation of UNAIDS
