9.5: UNAIDS Technical Support

Decisions25 June 2012 by Amy Coulterman[PDF][print]

Requests UNAIDS to report to the 33rd PCB, drawing on the relevant UBRAF indicators, describing progress on the coordination of technical support across all stakeholders. The Secretariat should provide interim progress reports on this unfolding piece of work to the PCB Bureau allowing for accountability in this challenging but critical area to the HIV response;

9.4: UNAIDS Technical Support

Decisions25 June 2012 by Amy Coulterman[PDF][print]

Calls for UNAIDS to explore the rationale and options for establishing a Virtual Steering Group on technical support based on the lessons learned, including from the Global Implementation Support Team (GIST) that includes all stakeholders in technical support including representatives from the global south and civil society. This should be a light touch mechanism that reinforces country priorities;

9.3: UNAIDS Technical Support

Decisions25 June 2012 by Amy Coulterman[PDF][print]

Urges UNAIDS to exercise its convening role to facilitate a more strategic, country driven, and better coordinated technical support, in light of the multiple number of technical support mechanisms that can be brought to bear to support country needs, the changing economic environment, the work of the Global Fund to fight AIDS, Tuberculosis and Malaria, the emphasis on priority countries within the UNAIDS Strategy, and the wide range of Technical Support needs which can be unique to each country;

The NGO Delegation recognises that technical support is a function designed to allow countries, including government and civil society, to maximise their investment and engage with best practice and global guidelines in strategically responding to the specific nature of each countries’ HIV epidemic.

We recognize that technical support needs at country level are assessed, funded and delivered by a growing range of providers from UNAIDS, the co-sponsors, donor countries and civil society and that UNAIDS’ key contribution in its convening function to the development of technical support is as a convenor of the different stakeholders at country, regional and global levels.

On behalf of the NGO Delegation I thank Michel for this comprehensive report. We share the concerns that overcoming the HIV/AIDS epidemic remains a challenge. The fact that 50% of people eligible for treatment in low & middle income countries are not getting it is an indicator that if there is no massive scale-up of treatment access NOW it is unlikely that we will achieve the target of putting 15 million people in treatment by 2015.

4: Report of the Executive Director

Decisions18 January 2012 by Amy Coulterman[PDF][print]

In light of the substantial needs for additional support to countries in implementing actions to meet the goals and targets of the UNGASS Declaration of Commitment on HIV/AIDS, the PCB endorses the plans of UNAIDS to expand the provision of technical support at country level, in particular in the areas of monitoring and evaluation, partnership development and resource mobilization.

further supports UNAIDS’ efforts to identify the obstacles to effective AIDS programme implementation and to support countries in overcoming such obstacles, and accelerate implementation through the tapping of national and regional capacities through its Technical Support Facilities, the brokering of horizontal cooperation, the strengthening of UNAIDS’ own capacity in this area, and working with country partners, civil society and donors to articulate further the nature and scale of the problem, and how policies and programmes can be refined;

Madame Chair, we take note of the internal transformation currently happening within UNAIDS, through the implementation of the Human Resources Strategy, issued in November 2010 and underpinned by a competency framework, aimed at strengthening the Secretariat’s ability to deliver on its mandate. We appreciate the report by the Staff Association as it provides a glimpse into the lived experience of the real capital of this institution: its people. We welcome the commitments we have heard to “change with a human face” as well the reports of dialogue between staff and administration, recognizing from our experiences on the ground, that dialogue creates commitment, accountability and solutions; we wish to see the transparent dialogue continue. We are encouraged by the progress we see to review non-staff contracts to ensure that everyone doing staff work has a staff contract and appropriate conditions of service, including health insurance.  We look forward to continued reports on progress.
