The Developed Country NGO Delegation is currently soliciting nominations for the position of Board member (Term of Service: July 2013-2015) representing the Developed Country NGO Delegation on the Board of the Global Fund to Fight AIDS, Tuberculosis and Malaria.

The position will become available in July 2013 but in order to provide for a transition period the incoming Board member will be invited to join the delegation for the upcoming 29th Global Fund Board meeting (18-19 June) in Colombo, Sri Lanka, including delegation pre-meetings (as from 14 – 17 June).

Other agenda items for discussion and decision1 for the Board included forecasting resources for the future, update on Affordable Medicine Facility – malaria (AMFm), modification to the policy on ethics and conflicts of interest for Global Fund institutions, and the role of oversight of annual financial audits of the Global Fund. The communiqué focuses on key issues of concern to communities.

Issues Briefing Number 1 : Country Bands

The Global Fund Board, at its 27th Board Meeting, approved a decision point that encompassed broad elements of a New Funding Model (NFM) that would be further discussed by the Strategy, Impact and Investment Committee (SIIC) at its 5th Meeting at the end of October 2012 so that a recommendation would be presented for endorsement by the Board at its 28th Board Meeting on 14th and 15th November 2012. This brief summarizes key issues of particular concern for civil society organizations from the draft SIIC paper  that will be discussed at the upcoming SIIC meeting and specifically address Country Bands.

Global Fund Developing Country NGO Delegation Comments on New Funding Model

The Developing Country NGO Delegation to the Global Fund Board has issued a press release on the decision of the Global Fund Board to support the development of the New Funding Model in principle, taken on 14 September 2012 during the Global Fund’s 27th Board Meeting in Geneva, Switzerland.

There is not a definitive model yet, but rather the decision was to support the development of the new model between now and the next Global Fund Board Meeting in November 2012.

MSF Report on the Impact of Funding Shortfalls in HIV and TB

Médecins Sans Frontières/Doctors Without Borders (MSF) has released a report on the effects of the funding shortfalls fand the cancellation of the Global Fund’s Round 11 based on the findings of a survey of 13 countries where MSF supports HIV and TB treatment projects.

“MSF calls on the stakeholders of the Global Fund to Fight AIDS, Tuberculosis, and Malaria – including its donors, Board of Directors, and Secretariat – to convene an emergency donor conference and to open a new early funding window to raise the necessary resources needed to ensure that the Fund is fully functioning and open for business in 2012. Countries simply cannot wait two years to access new funds to scale-up and improve lifesaving treatment programs. For its part, the United States must also ensure that funding for US President’s Emergency Plan for AIDS Relief (PEPFAR) is preserved and that the commitments for scale-up of HIV treatment are met. European Commission and European Union member states must boost their financial support, and affected country governments must make all efforts to increase scale-up of HIV and TB services.”

The PCB welcomed the creation of a global fund for AIDS and health and took note of the following broad principles expressed during the discussion:

39.1 the fund should be established with new, additional resources;

39.2 the fund should have broad and fully representative governance, including developing countries, and a central role for UNAIDS;

The PCB agreed that UNAIDS and the Global Fund work in consultation to develop, for consideration by the PCB at its next meeting, a partnership agreement that would set out areas of complementary activity and provide a sound foundation for a continuing strong mutually reinforcing relationship. This agreement, which would include a resource mobilization strategy, would clarify their respective roles, indicate the cost implications for UNAIDS and demonstrate effective synergies.
