In December 2010, the United Nations General Assembly approved a Resolution (A/Res/65/180) that set out the process for the 2011 comprehensive review of the progress in implementing the Declaration of Commitment on HIV/AIDS and the Political Declaration on HIV/AIDS. This United Nations General Assembly Special Session (UNGASS) High Level Meeting on HIV/AIDS took place from 8-10 June 2011 at the United Nations in New York City.
The review was a moment for the reconfirmation of political will around HIV and universal access. It built on: outcomes of UNAIDS’ regional meetings; country reports; and the Secretary General’s report. Over the past year, civil society has been involved in various meetings with the opportunity to speak about experiences and to raise opinions on the current state of the goal towards universal access. Aside from formal events, civil society has been very vocal, publishing along the way their own statements and responses.
The UNAIDS PCB NGO Delegation offered its website to act as a centralized place holder for all of the important documents related to the work done up to the event. This site ensures that there is a record of all the documents that informed or were part of civil society advocacy around the HLM.

The ATHENA Network and the Global Coalition on Women and AIDS (GCWA) have conducted a global virtual consultation survey process, in order to ensure the broadest possible engagement and representation of women (and girls wherever possible) in the processes leading up to the HLM – especially women living with and affected by HIV, and other key populations of women who often lack platforms for priority issues to be raised and heard.
