The NGO Delegation, with the support of its Communications Facility and Health and Development Networks (HDN), conducted an online survey in 2009 to gather supporting information for its annual report to the UNAIDS board around the barriers to achieving universal access. The majority of respondents rated stigma and discrimination and policies concerning key affected populations as highly important barriers to achieving universal access.

On November 29th, the PCB NGO Delegates distributed a sign on letter calling for the attention of the Programme Coordinating Board (PCB) of UNAIDS to important points from civil society, in response to the Second Independent Evaluation (SIE). This letter was supported by 151 civil society organizations, even within the short deadline of just under one week.
