Noting the more complex environment in which UNAIDS must operate and the need to continue to reinforce its joint and innovative nature, the Programme Coordinating Board:

supports the strengthened capacity of the UNAIDS Secretariat, particularly at country level, through the placement of qualified staff in key areas (i.e., facilitation, monitoring and evaluation, social mobilization, brokering partnerships and resource tracking and mobilization), a clarification on the Secretariat functions and position within the United Nations Resident Coordinator System, and effective inclusion of the UNAIDS Country Coordinator as a member of the United Nations Country Team to implement joint programming; it is vital that the individual cosponsors in each country focus on their value added contribution and comparative advantage;

8: Strengthening of global coordination on AIDS

Decides to establish a process under the leadership of the Chair and Vice-Chair of the Board, in close consultation with Board members and observers and with the support of the UNAIDS Secretariat, to elaborate further on the UNAIDS role in strengthening Global Coordination of AIDS and how to develop the UNAIDS Programme Coordinating Board into a more relevant and effective policy-making Board; the process will include matters such as number of Board meetings, venues, character of meetings, Board representation, NGO participation, speaking protocol, decision-making and the further development of the constituency system; a report with recommendations will be presented to the 20th Programme Coordinating Board in June 2007.

UNAIDS fulfills its mission by:

Uniting the efforts of United Nations System, civil society, national governments, the private sector, global institutions and people living with and most affected by HIV;
