Commits to promote, at the international, regional, national and local levels access to HIV and AIDS education, information, voluntary counseling and testing and related services, including access to comprehensive prevention programmes, treatment, care and support, with full protection of confidentiality and informed consent, and to promote a social and legal environment that is supportive of and safe for voluntary disclosure of HIV status; takes note of the idea for an international HIV testing day as a way to promote greater access to voluntary HIV counseling and testing, organized with the participation of civil society, especially networks of people living with HIV, and requests UNAIDS to analyze the potential impact of and implementation issues relating to an international testing day, no later than December 2006;
