The PCB takes note of the staggered membership of its PCB members, drawn by lots during the 1995 substantive session of ECOSOC on 13 July 1995. It decides that the six months of 1995 will be added to the terms of office indicated below:

The PCB decides that its next meeting will take place in Geneva from 13-15 November 1995.

The PCB requests the Executive Director to explore ways and means of increasing the United Nations support to UNAIDS, particularly through advocacy and mainstreaming activities; and to report back to the PCB at its next meeting.

The PCB encourages governments of Member States, private foundations, corporations, philanthropic organizations and others to inform the Executive Director of their expected contributions for 1996-97 as soon as possible. It requests contributors to remit their 1996 contribution in advance of, or as close as possible to the beginning of calendar year 1996 as their national processes allow.

The PCB therefore authorizes the Executive Director to immediately proceed, in a first phase, with the recruitment of staff as necessary, as presented in the indicative programme budget, and requests all donors to contribute the necessary funds to UNAIDS.

The PCB requests that an overall budget be developed, within an indicative range of US$ 120-140 million for the first biennium, on the basis that the budget submitted to the PCB will be supported by projected levels of income and on the following considerations:

(i)The detailed budget will be based on the organizational structure proposed in document UNAIDS/PCB(1)/95.5, with the full understanding that every effort will be made to introduce as soon as possible, and certainly no later than the first PCB meeting in 1996, budgeting by planned objectives and targets, based on a strategic plan for UNAIDS;
(ii)The budget will also delineate the programme costs from the general administrative costs;
(iii)Sufficient attention will be paid to developing indicators or markers to enable the PCB to monitor the implementation of the workplan and programme budget;
(iv)An overall balance of allocation will be retained between global and country activities (approximately 40:60); in the event of changes in the budget, this balance will be reviewed in order to safeguard the core functions of UNAIDS.

The PCB requests the Executive Director to provide it with the following information, as far as possible at its next meeting, to facilitate its consideration of the proposed programme budget for the 1996-1997 biennium:

(i)estimated magnitude of the cosponsors’ financial support for HIV/AIDS activities at global, regional and country level for 1994-1995;
(ii)each cosponsor’s planned process for integrating the policies and strategies of UNAIDS into its activities at global, regional and country level;
(iii)each cosponsor’s expected contribution in cash and in kind to global UNAIDS activities;
(iv)detailed plans of the arrangements for direct financial support to national AIDS programmes as a transitional measure following the termination of WHO/GPA;
(v)a resource mobilization strategy which addresses the following issues:
(a)a Global Appeal, including guiding principles, scope and mechanisms for its management;
(b)arrangements for designated and undesignated funding on the understanding that the budget will primarily be funded by undesignated contributions;
(c)fundraising from the private sector, including the corporate sector, foundations, and wider private sector campaigns;
(vi)the outcome of consultations with donors in order to inform the PCB of planned contributions to UNAIDS;
(vii)the UNAIDS mode of operations at country level, including its relationships with the cosponsors, staffing, modalities of technical cooperation including the use of the cosponsors’ intercountry networks, and local fund-raising possibilities;
(viii)clarification of the scope and boundaries for financial support to countries in order to safeguard resources for the core functions of UNAIDS; and
(ix)further description and justification of the most effective staffing arrangements for support to country level and regional activities.

The PCB welcomes the state of understanding and collaboration now reached by the six cosponsoring organizations and their governing bodies as to the purpose and mode of functioning of the Joint Programme and their relationships to it; and recognizes that -throughout the process, the UNAIDS staff has consisted of only one person

- its Executive Director, in post since January 1995
- and that the small team assisting him is comprised of staff on loan or secondment; and -despite the many constraints, UNAIDS has undertaken important initial work and made good progress.
