We welcome the completion of the Unified Budget, Results and Accountability Framework (UBRAF) and would like to thank the Secretariat for its marathon efforts to finalize the document to deliver for this PCB meeting in such a short time. We are particularly pleased that the new UBRAF now incorporates measurable outputs and outcomes regarding human rights and gender equality especially as they impact on key and vulnerable populations.

The NGO Delegation commends the work of the Secretariat and Cosponsors to follow-up on the recommendations of the Second Independent Evaluation (SIE), particularly those with regards to partnership with civil society, issues of governance, the united budget and workplan, human resources, and technical support.

While we note significant progress on all recommendations, we look forward to seeing the work that remains on some activities related to various recommendations made by the SIE and taken forward to ensure that the intent of each individual recommendation is fully realised.

We welcome the report of last June’s 28th PCB, but we must say that there are some amendments that the NGO Delegation wishes to make to the report.

We note oversights in the notes of the 28th PCB, as follows:

In the Report of the Executive Director, Michel Sidibé also mentioned the importance of funding civil society and reporting indicators that will help to judge this progress and he encouraged UNAIDS Cosponsors to “work for greater transparency on the use of funds allocated to civil society”.

Thank you Madame Chair. We concur with the statements of various member states on human rights and align ourselves with the sentiments that this is not the forum to make amendments to the UBRAF.

As civil society representatives on this board, we represent a diverse constituency that includes communities that are highly marginalized and discriminated against. As discussed in this forum previously, stigma and discrimination undermine the HIV response by compounding vulnerabilities and undermining access to HIV-related service.

We welcome the specific focus on leadership, coordination and accountability in Section D of the Business plan of the UBRAF, which relates to coordination, coherence and partnerships. This section describes the importance of collective action and the role of civil society and people living with HIV/AIDS in the AIDS response. This document rightly recognizes the need to build capacity within civil society and key populations. This outcome recognizes the need to build capacity within civil society and specifically, key populations. As such we look forward to working closely with the Secretariat in defining an indicator linked to this outcome.

Civil society is an integral partner in the delivery of the UBRAF. Therefore, rather than assume the role of mobilizing civil society, UNAIDS and the joint team should ensure efforts to increase opportunities, including providing resources for civil society to mobilize itself, to link different social movements, and to broker opportunities for people living with HIV and key populations to bring their own voices to decision-making tables.

We would like to thank the subcommittee of the PCB for its hard work leading up to the preparation for the UBRAF especially the leadership of the chair Madame Mariame Sy. Deliberations were both engaging and consultative. Given the tight timeline, we appreciate the efforts of the secretariat for their work to develop the UNAIDS 2012-2015 UBRAF.

PCB Bureau Decides Future Thematics and Agenda Items

The UNAIDS Programme Coordinating Board’s Bureau met in Geneva on 20 April 2011. NGO Delegate Nadia Rafif attended. This meeting covered the upcoming agenda of the 28th PCB and thematic sessions at future board meetings.

Discussion around the UBRAF focused on key points raised at the last multistakeholder consultation: the role of civil society to be better reflected, including resourcing of civil society and a process for developing commons standards for working with civil society; accountability of Cosponsors to be explained more clearly, in particular in relation to non-core resources; detailed workplans for the Cosponsors and Secretariat at global, regional and country level to be developed following the PCB in June; and more.

The first meeting of the Unified Budget and Accountability Framework (UBAF) was held on 10 December 2010 in Geneva.

NGO Delegates Rathi Ramanathan (Asia and Pacific) and Rhon Reynolds (Europe) attended the meeting on behalf of the delegation, shadowed by incoming delegate Ebony Johnson (North America). The subcommittee consists of Member States, Cosponsors and NGO Delegates.

The first meeting of the Unified Budget and Accountability Framework (UBAF) was held on Thursday, December 10 in Geneva.

NGO Delegates Rathi Ramanathan (Asia and Pacific) and Rhon Reynolds (Europe) attended the meeting on behalf of the delegation, shadowed by incoming delegate Ebony Johnson (North America).

Civil society engagement in the UBAF is key to ensuring that funding allocations are reaching priority areas and populations and that mechanisms are in place to hold cosponsors and UNAIDS Secretariat to account for progress toward universal access. The subcommittee consists of Member States, Cosponsors and NGO Delegates. The work of the committee for the 2012-2014 budgets must be completed for presentation to the June 2011 board meeting.

On July 8, 2010 the UNAIDS Bureau met to discuss the outcomes of the 26th PCB including the continuation of the PCB Task Force on SIE follow-up related to all aspects of Governance and the draft agenda of the 27th PCB Meeting including the overview of the thematic segment. Evan Collins, North America NGO Delegate attended the meeting by teleconference on behalf of the NGO Delegates.
