The NGO Delegation recognises that technical support is a function designed to allow countries, including government and civil society, to maximise their investment and engage with best practice and global guidelines in strategically responding to the specific nature of each countries’ HIV epidemic.

We recognize that technical support needs at country level are assessed, funded and delivered by a growing range of providers from UNAIDS, the co-sponsors, donor countries and civil society and that UNAIDS’ key contribution in its convening function to the development of technical support is as a convenor of the different stakeholders at country, regional and global levels.

On behalf of the NGO Delegation I thank Michel for this comprehensive report. We share the concerns that overcoming the HIV/AIDS epidemic remains a challenge. The fact that 50% of people eligible for treatment in low & middle income countries are not getting it is an indicator that if there is no massive scale-up of treatment access NOW it is unlikely that we will achieve the target of putting 15 million people in treatment by 2015.

La delegación de ONGS sigue apoyando los objetivos de la Asistencia Técnica y la estrategia de desarrollo de capacidades que fue presentada en el PCB el año anterior, en Diciembre de 2010: vale decir,

  • Los países tienen capacidades y sistemas para identificar, planificar y coordinar soporte técnico de alta calidad relativo al VIH para lograr la implementación y de respuestas sustentables  nacionales, regionales y globales  con alto nivel de calidad.

Madame Chair, we take note of the internal transformation currently happening within UNAIDS, through the implementation of the Human Resources Strategy, issued in November 2010 and underpinned by a competency framework, aimed at strengthening the Secretariat’s ability to deliver on its mandate. We appreciate the report by the Staff Association as it provides a glimpse into the lived experience of the real capital of this institution: its people. We welcome the commitments we have heard to “change with a human face” as well the reports of dialogue between staff and administration, recognizing from our experiences on the ground, that dialogue creates commitment, accountability and solutions; we wish to see the transparent dialogue continue. We are encouraged by the progress we see to review non-staff contracts to ensure that everyone doing staff work has a staff contract and appropriate conditions of service, including health insurance.  We look forward to continued reports on progress.
