Publication: UNAIDS Guidance for Partnerships with Civil Society, including PLHIV & Key Populations

UNAIDS has published the much anticipated guidance for partnerships with civil society, including people living with HIV and key populations (pdf). The creation of this document was based on a decision point from the conclusions of the Second Independent Evaluation (SIE) of UNAIDS at the 25th PCB meeting in December 2009, which requested that:

…the UNAIDS Secretariat to work with Cosponsors to develop an overarching partnership strategy with clear and measurable objectives with distinct strategies for working with both civil society and people living with HIV, and for working with global health initiatives such as the Global Fund, PEPFAR and other bilateral and development partners. Madam Chair, as the NGO Delegation, we continue to be aligned with ever-relevant sentiments of page 11 of the UNAIDS Getting to Zero Strategy for 2011-2015 that upholds that: “Partnerships give voice to the people who are infected and affected by HIV and act as a catalytic force for change and provide accountability for political commitments.” The NGO Delegation is committed to bringing the diverse voices of people living with and affected by HIV to UNAIDS and the Cosponsors. We are responsible for supporting and nurturing broader and more meaningful engagement of civil society. Opportunities to advocate for, to deliver, and to create change is tantamount to the HIV response at every echelon from the grassroots to the global.

Madame Chair, we take note of the internal transformation currently happening within UNAIDS, through the implementation of the Human Resources Strategy, issued in November 2010 and underpinned by a competency framework, aimed at strengthening the Secretariat’s ability to deliver on its mandate. We appreciate the report by the Staff Association as it provides a glimpse into the lived experience of the real capital of this institution: its people. We welcome the commitments we have heard to “change with a human face” as well the reports of dialogue between staff and administration, recognizing from our experiences on the ground, that dialogue creates commitment, accountability and solutions; we wish to see the transparent dialogue continue. We are encouraged by the progress we see to review non-staff contracts to ensure that everyone doing staff work has a staff contract and appropriate conditions of service, including health insurance.  We look forward to continued reports on progress.

The NGO Delegation commends the work of the Secretariat and Cosponsors to follow-up on the recommendations of the Second Independent Evaluation (SIE), particularly those with regards to partnership with civil society, issues of governance, the united budget and workplan, human resources, and technical support.

While we note significant progress on all recommendations, we look forward to seeing the work that remains on some activities related to various recommendations made by the SIE and taken forward to ensure that the intent of each individual recommendation is fully realised.

27th PCB: NGO Delegates’ Interventions

At the 27th PCB meeting in Geneva, NGO Delegates made fourteen interventions on the floor speaking to each agenda item. Our interventions took note of required commitments, the recognition of key populations, human rights, universal access and stigma and discrimination, amongst many other issues.

Multi-stakeholder consultation on the Implementation of the Second Independent Evaluation of UNAIDS

Bangkok, March 27-29 2010

On March 27-29, UNAIDS convened a multi-stakeholder meeting bringing together a group of 60 diverse stakeholders ranging from UN agencies, governments, PLHIV, the Global Fund, PEPFAR and civil society. They met for three days to follow up on decisions made at the 25th Programme Coordinating Board (PCB) Meeting in relation to the Second Independent Evaluation(SIE) of UNAIDS and specifically discussed the UNAIDS vision, mission, goals and strategic plan, partnerships and division of labour within the UN. Rathi Ramanathan, Asia Pacific UNAIDS PCB NGO Delegate attended the meeting and submitted a letter to Michel Sidibe before his closing address to the participants urging UNAIDS’ leadership in extending the universal access commitments.

UNAIDS Second Independent Evaluation (SIE) Implementation Plan

Based on discussions held at the 25th Programme Coordinating Board meeting, the Joint UN Programme on HIV/AIDS in conjunction with other stakeholders, has developed a plan to implement the recommendations which were agreed on at the December 2009 Programme Coordinating Board meeting.

While much progress has been made since December 2009, many of the work-streams are now in the process of operationalizing their plans. The Implementation Plan therefore needs to be considered to be a ‘living document’, the content of which will change over time, as these plans are being operationalized, and these changes will be reflected in the document.

Governance Task Force update: 24-25 February, 2010

The Governance Task Force met over the course of 2 days in Geneva on February 24-25. The members of the task force discussed ways of improving the working methods of the PCB, which included the review of roles and responsibilities of selected PCB Members, such as the Chair, the Bureau and PCB officers, and the formulation of clearer guidelines in the drafting room and around intervention practices. The task force highlighted the need to ensure that past PCB decisions were implemented and the need for better accountability in issues related to allocation of human and financial resources and joint working. Also discussed in the meeting was the need for better linkages between the UNAIDS board and boards of the Cosponsors.

We have made the below background information on expected agenda items available in lead up to the 26th PCB Meeting.

NGO Report

Each year, the NGO Delegation presents a report to the UNAIDS board around persistent or emerging issues “on the ground” which relate to the key issues presented on the agenda of the meeting. The NGO report is written based on consultation with civil society through an online survey, one on one interviews and focus groups conducted by each NGO Delegate in their region.

SIE Civil Society Letter

On November 29th, the PCB NGO Delegates distributed a sign on letter calling for the attention of the Programme Coordinating Board (PCB) of UNAIDS to important points from civil society, in response to the Second Independent Evaluation (SIE). This letter was supported by 151 civil society organizations, even within the short deadline of just under one week.

The letter of support, distributed at the PCB, and referenced as part of the interventions made by the NGO Delegates, is available in English and Spanish.

Results of web-based surveys cited in final report

On September 29 2009, the results of the web-based survey were made available for stakeholder’s. Catherin Hodgkins, Chair of the Oversight Committee (OC) stated, in a letter to stakeholder’s, that the survey results would not be included as part of the annex to the final report due to the extensive length.
