On behalf of the NGO Delegation I thank Michel for this comprehensive report. We share the concerns that overcoming the HIV/AIDS epidemic remains a challenge. The fact that 50% of people eligible for treatment in low & middle income countries are not getting it is an indicator that if there is no massive scale-up of treatment access NOW it is unlikely that we will achieve the target of putting 15 million people in treatment by 2015.

The NGO Delegation welcomes the Executive Director’s continued positive approach and optimism and acknowledges that despite the very difficult financial backdrop there is still much to celebrate as Michel has set out.

We welcome the ED’s acknowledgement of the importance and significance of grassroots activism whether expressed through the Arab Spring or the vibrant, diverse and wonderfully culture-specific community HIV responses around the world. The world’s citizens now expect transparency, democracy and social inclusion from their governments and those making policies about our lives. Social media in particular has fostered a sense of global empathy which has brought the diversity of human kind together ensuring that our pain and suffering and our joys and successes are much less likely to go unnoticed.

Thank you, Madame Chair, and thank you to the Executive Director for his customarily frank report. We agree with the Member States that the Executive Directors report provides a comprehensive picture of the current context and includes a strong call to action.

In particular, the NGO Delegation shares the concerns expressed by the Executive Director and various Member States related to the funding environment and the current crisis at the Global Fund. We are gravely disappointed, that barely six months after the groundbreaking commitments and clear targets set in the 2011 Political Declaration, we find ourselves in an environment of uncertainty, following the announcement by the Global Fund board to cancel the next round of funding and exclude numerous countries from benefitting from the Transformational Funding Mechanism because several donor countries have failed to deliver on their funding commitments. The fulfillment of this board’s vision of the Three Zeros is now under serious threat.

We welcome the overall themes of the Outcome Document and the efforts of all the different stakeholders, particularly the country missions, who worked long into the night to achieve a compromise. As with any compromise document, we recognize that no-one gets everything that they want and like others; civil society is concerned at some of the limitations and caveats in the final draft. Michel Sidibé, UNAIDS’ Executive Director, has published his third annual Letter to Partners.

It presents his thoughts on where we are in the AIDS response in terms of the epidemic’s trends and the political and legal environment, and what must happen to reach the vision of zero new HIV infections, zero discrimination, and zero AIDS-related deaths by 2015.

In his 2010 letter to partners, Mr Michel Sidibé takes stock of his first twelve months in office as UNAIDS Executive Director, and provides his vision for the coming years.

Against the backdrop of an epidemic in transition, he outlines a core set of values that can change the course of the epidemic. These include getting equity, banking on evidence, ensuring rights and dignity, aiming for zero new infections while providing treatment for everyone who needs it and leveraging interconnectedness of health and development.
