Thank you Madame Chair. We concur with the statements of various member states on human rights and align ourselves with the sentiments that this is not the forum to make amendments to the UBRAF.

As civil society representatives on this board, we represent a diverse constituency that includes communities that are highly marginalized and discriminated against. As discussed in this forum previously, stigma and discrimination undermine the HIV response by compounding vulnerabilities and undermining access to HIV-related service.

We welcome the specific focus on leadership, coordination and accountability in Section D of the Business plan of the UBRAF, which relates to coordination, coherence and partnerships. This section describes the importance of collective action and the role of civil society and people living with HIV/AIDS in the AIDS response. This document rightly recognizes the need to build capacity within civil society and key populations. This outcome recognizes the need to build capacity within civil society and specifically, key populations. As such we look forward to working closely with the Secretariat in defining an indicator linked to this outcome.

Civil society is an integral partner in the delivery of the UBRAF. Therefore, rather than assume the role of mobilizing civil society, UNAIDS and the joint team should ensure efforts to increase opportunities, including providing resources for civil society to mobilize itself, to link different social movements, and to broker opportunities for people living with HIV and key populations to bring their own voices to decision-making tables.

We would like to thank the subcommittee of the PCB for its hard work leading up to the preparation for the UBRAF especially the leadership of the chair Madame Mariame Sy. Deliberations were both engaging and consultative. Given the tight timeline, we appreciate the efforts of the secretariat for their work to develop the UNAIDS 2012-2015 UBRAF.

Madame Chair

The NGO Delegation recognizes the critical importance of the meaningful engagement of representatives from Africa – as the region hardest hit by the epidemic – through member states and NGO representatives from Africa on the PCB.

Therefore, we are encouraged to note the efforts of the UNAIDS Secretariat and the African member states to enhance consultation and networking among African states to improve their meaningful participation in the PCB as this, together with strong NGO representatives from Africa, will enhance the voice of Africa in UNAIDS policy and governance.

Firstly, we thank the Executive Director and the Minister from Djibouti for their comments in this morning showcasing the integral importance on gender equality in effective HIV responses. Also, we would like to thank the UNAIDS Gender Team for the development of gender sensitivity of the AIDS response report that responds to the decision point at the 27th PCB Board requiring a report back on the implementation of the UNAIDS Agenda for Women and Girls.

The NGO delegation appreciates having had the opportunity to be involved in the working group on the follow-up to the thematic segment on ensuring that food and nutrition security are integral parts of HIV programming. We appreciate the movement we have finally seen on this issue in the work of the joint programme as this is a crucial component of the HIV response, particularly in my region.

Dear Colleagues

We appreciate this opportunity to comment on the Report of Co-Sponsoring Organizations.  We note the new format of the report which began with a three and a half page synopsis of key activities followed by a series of appendices each representing separate reports from each of the co-sponsoring organizations.  The new format allowed for a clearer overview of key activities and reports for each co-sponsor.  We want to encourage the continuation with this reporting format and offer a friendly suggestion that co-sponsors also focus their respective reports on the impact of key activities listed.

We welcome the overall themes of the Outcome Document and the efforts of all the different stakeholders, particularly the country missions, who worked long into the night to achieve a compromise. As with any compromise document, we recognize that no-one gets everything that they want and like others; civil society is concerned at some of the limitations and caveats in the final draft. However, we were particularly pleased to see:
